Template letter - 8 August 2025 - Response to Member States Breaking Silence on the Political Declaration
The silence procedure on Revision 3 of the Political Declaration for the 2025 UN High-Level Meeting on NCDs and Mental Health has been broken. This means the draft text will re-open for negotiations — creating a high risk of further weakening commitments that are already less ambitious than previous versions.
Without strong global targets, robust fiscal measures, and proven prevention policies, the declaration will fall short of the commitments needed to achieve SDG target 3.4 and protect millions from preventable illness and death.
Purpose of this Letter
