NCDA responds to the Political Declaration
An updated policy brief welcomes important targets with a more ambitious approach to mental health, air pollution, access to medicines and the inclusion of a wider array of diseases, but also draws attention to significant shortcomings: diluted fiscal commitments, weakened preventive measures to counter health-harming industries, and reduced recognition of civil society participation, including people living with NCDs.
The message is clear—governments must pursue bolder, more inclusive, and better-financed policies if global goals on NCDs and universal health coverage are to be met by 2030.
Act Now: Our Priority Asks and Resources
Our Priority Asks:
Support and retain strong global NCD targets
- Keep fast-track and indicator targets.
- Reinstate tracer targets and 2030 coverage goals.
- Explicitly reference the WHO Global Monitoring Framework for NCDs to ensure accountability.
Strengthen language on fiscal measures (paragraph 43)
- Reinstate commitment to implement or increase taxation on tobacco, alcohol, and sugar-sweetened beverages as recommended by WHO.
- Protect policymaking from interference by health-harming industries.
- Restore language on other cost-effective “Best Buy” prevention measures.

Latest news on HLM4 from NCDA
"Leaders have a moral imperative to urgently address the global epidemic of noncommunicable diseases. NCDs are not just a health crisis—they threaten our collective future, deepen inequalities, and hinder sustainable development."
In the two-year lead-upto HLM4, the campaign is anchored in the theme ‘Time to Lead’, urging national and global leaders to demonstrate bold political leadership on NCDs and mental health.
Through the campaign, we’ve developed a suite of advocacy tools, guides and messaging resources to support coordinated action across countries and regions—enabling advocates to sustain pressure and hold governments to account for their NCD commitments.
